Opinions of General Office of Guangzhou Municipal People's Government on promoting the construction of underground comprehensive pipe gallery

People's governments of all districts, departments and organizations directly under the municipal government:

  In order to effectively promote the planning, construction and management of urban underground comprehensive pipe gallery, in accordance with the guidance of the general office of the State Council on strengthening the construction and management of urban underground pipeline (GBF [2014] No. 27), the guidance of the general office of the State Council on promoting the construction of urban underground comprehensive pipe gallery (GBF [2015] No. 61), the guidance of the national development and Reform Commission on developing the government and In accordance with the relevant requirements of the guiding opinions on social capital cooperation (fgtz [2014] No. 2724) and the implementation opinions of the general office of the people's Government of Guangdong Province on strengthening the construction and management of urban underground pipelines (YFB [2014] No. 64), the following implementation opinions are proposed in combination with the actual situation of our city and the consent of the people's Government of Guangdong Province:

1、 Scope of application

  The underground comprehensive pipe gallery (hereinafter referred to as the pipe gallery) mentioned in this opinion refers to the structure set below the urban ground to accommodate more than two kinds of public utility pipelines or professional pipelines and their auxiliary facilities (including the auxiliary facilities extending to the ground). Utility pipelines (hereinafter referred to as pipelines) include power, communication (including monitoring lines), radio and television, water supply, drainage, heat, gas, fire-fighting pipelines, traffic signals, emergency optical cables, etc., and auxiliary facilities include drainage, ventilation, lighting, electrical, communication, fire protection, safety monitoring system and monitoring management rooms for maintaining the normal operation of the pipe gallery.

  This opinion is applicable to the investment and construction management of urban roads, rail transit, large-scale complex, square, green space and other pipe corridors within the city.

2、 Working principles

  Adhere to planning first, coordinate the construction sequence, actively and orderly promote to meet the basic public service function.

  Adhere to the government's leadership, strengthen mechanism innovation, play the role of the market, and attract broad participation of social capital.

  Adhere to technological innovation, ensure quality and safety, develop auxiliary facilities according to local conditions, and build a world-class "smart pipe gallery, green pipe gallery and cultural pipe gallery".

  Adhere to orderly construction, combine new city construction, old city reconstruction and rail transit construction, strive to build 250km underground comprehensive pipe gallery by 2020, and put it into operation in succession.

3、 Pipe gallery planning

  (1) Planning preparation and approval department. The municipal land planning department is responsible for organizing the preparation and revision of the comprehensive planning of underground pipelines and the special planning of the pipe gallery, and approving the planning of the pipeline, direction, location and space of the pipe gallery; the competent departments and pipeline units of relevant industries shall revise the special planning of each pipeline according to the approved comprehensive planning of underground pipelines, the special planning of the pipe gallery and the development planning of the industry.

  (2) Planning content and depth. The special planning for pipe gallery shall be in line with the city's overall planning and comprehensive planning for underground pipelines, and shall be included in the regional regulatory detailed planning; In combination with the development and utilization of urban underground space, road traffic, civil air defense construction, subway construction, various underground pipelines and other special construction plans, taking into account the requirements of comprehensive disaster prevention functions such as anti-seismic, emergency, air defense and waterlogging of the pipe gallery, making overall consideration of the construction requirements of various pipelines, reasonably determining the construction layout, pipeline type, section form, plane position, vertical control, etc. of the pipe gallery, Make clear the construction scale and time sequence, comprehensively consider the urban development prospect, reserve and control relevant underground space.

  (3) Planning and construction of pipe gallery area. Since 2016, the new construction, reconstruction and expansion of urban main roads in all kinds of parks and development areas in the city shall be carried out simultaneously according to the functional requirements and local conditions; the construction of pipe corridors in the old urban area shall be carried out in accordance with local conditions and overall arrangement in combination with the old urban renewal, road reconstruction, river management, rail transit construction, underground space development, etc. In urban roads, rail transit, underground complex and other sections with large traffic flow and dense underground pipelines, urban high-intensity development zones, important public spaces, intersections of main roads, intersections of roads and railways or rivers, and sections with road width difficult to lay multiple pipelines separately, priority should be given to the construction of pipe corridors.

  (4) Requirements for planning pipeline corridor. The relevant pipelines planned to be included in the scope of the pipe gallery must enter the gallery. The planning department shall not approve the application for directly burying pipelines outside the planned pipe gallery, and the construction department shall not approve the excavation permit and construction permit. The existing pipelines shall be moved to the pipe gallery gradually and orderly according to the actual situation.

4、 Investment and construction

  (1) Definition of construction content. In addition to the main body of the pipe gallery and its auxiliary facilities, the construction of the pipe gallery project can also be equipped with roads, underground space commercial development, underground parking lot, sanitation facilities, underground street crossing facilities, small-scale commercial and cultural landscape facilities. After the completion of the supporting facilities, the property right, operation right and the corresponding rental and sale income shall be determined according to the type of facilities and the relevant provisions of state-owned assets management.

  (2) Definition of the funds to be collected and removed. For the pipe gallery attached to the main body of municipal road, rail transit and commercial complex, the cost of collection and demolition is included in the cost of collection and demolition of the main body project, and the construction fund is only used for the construction of the pipe gallery and its internal auxiliary facilities.

  (3) Source of construction funds. The fund for the construction of the corridor can be raised by including the cost of land collection and storage, financial subsidies, fees for corridor access, income from the rental and sale of construction facilities, policy loans and social financing.

  (4) Strive for national and provincial preferential policies. The pipe gallery project shall be applied to be included in the pipe gallery construction project reserve of the Ministry of housing and urban rural development, and actively applied for the utilization of the national special construction fund not higher than 14% of the total investment, the medium and long-term loans for the policy pipe gallery construction of the National Development Bank and the National Agricultural Development Bank not higher than 80% of the total investment, and enjoy the relevant tax relief according to the provisions, with the loan term not exceeding 30 years.

  (5) Principle of urban division of labor. If the red line of the corridor project crosses two or more administrative regions and is included in the key projects of the municipal government, the construction shall be led by the municipal government; if it is only located in one administrative region and is not included in the key projects of the municipal government, the construction shall be led by the local government. For projects under the leadership of the district government, if the relevant district government has difficulties, the municipal government shall take the lead in the construction after the approval of the municipal government.

  (6) District project incentive mechanism. In order to encourage all districts (except Zengcheng District, Nansha District and Huangpu District) to actively promote the construction of the pipe gallery, the municipal government will take financial subsidies, interest subsidy and other ways to support according to the financial capacity of each district, the plan of the construction of the pipe gallery and the loan scale, and issue relevant policies to clarify the subsidy standards and incentive measures.

  (7) Investment and construction mode. Two modes of investment and construction can be adopted for the construction of the pipe gallery, i.e. full investment by the government and cooperation between the government and social capital.

  1. Fully funded by the government.

  Construction owner. The owner of the pipe gallery project is the relevant functional department or professional company authorized by the municipal or district government (Investor).

  Investment guarantee. The projects invested at the municipal level shall be undertaken by the Municipal Finance in full; the projects invested in Zengcheng District, Nansha District and Huangpu District shall be undertaken by the relevant district governments in full; the projects invested in other districts shall be undertaken by the District Finance in addition to certain subsidies given by the municipal finance.

  Budget. When preparing the annual budget and medium and long-term financial planning, the municipal and district financial departments shall include the construction funds of the corridor project into the budget and make overall arrangements during the construction period of the project.

  Construction management. The property right and operation right of the corridor are owned by the investor, and the construction and operation of the corridor project are guaranteed by collecting the corridor entry fee, operation management fee, maintenance fund, rental and sales income of construction facilities, financial subsidies, etc.

  2. Cooperation between government and social capital.

  The specific implementation mode is franchising mode.

  Construction subject. According to the measures for the administration of infrastructure and public utilities franchising, the relevant functional departments authorized by the municipal and district governments shall, according to the approved franchising project implementation plan, select the specific operators of the project according to law through competitive means such as bidding and competitive negotiation, and then establish the project company to invest in the construction.

  Source of funds. The project company can raise project capital by applying for national special construction fund, self financing of enterprises, issuing special bonds, etc. In addition to the capital, the project company can use its own funds for investment, or comprehensively use the company's or the project's own assets and equity credit, and apply for the medium and long-term loan for the construction of the corridor by using asset mortgage, equity pledge, guarantee guarantee guarantee, receivables pledge and other guarantee methods.

  Project management. The relevant functional departments authorized by the municipal and district governments shall sign a cooperation agreement with the project company in accordance with the urban public resources franchise management measures on the basis of comprehensive consideration of such factors as the construction and operation expenses of the pipe gallery, the return on investment and the use cost of the pipeline unit. During the franchise period (generally no more than 30 years), the gallery can guarantee the operation of the gallery and the recovery of investment and reasonable income of the project company by collecting the gallery entry fee, operation management fee, maintenance fund, rental and sales income of construction facilities, financial subsidies, etc.

5、 Industry management

  (1) Overall planning department. The municipal housing and urban rural construction department shall coordinate the planning, construction and operation management of the pipe gallery project, be responsible for establishing the pipe gallery project reserve, organizing the preliminary research of the project, and scientifically formulate the annual construction plan according to the annual construction plan of the urban road and the pipe gallery construction plan, so as to actively, steadily and orderly promote the construction of the pipe gallery.

  (2) Application procedure. The construction of pipe gallery shall go through relevant procedures in accordance with the infrastructure infrastructure construction procedure, and plan, construct, accept and hand over the completion files with the main works simultaneously. For the pipe gallery projects which are approved simultaneously with the main works, they shall be reported and constructed simultaneously with the main works; for the pipe gallery projects which are not approved simultaneously with the main works, they shall be reported and constructed separately according to the Infrastructure Infrastructure infrastructure construction procedure and simultaneously with the main works.

  (3) Project management. The survey, design, construction and supervision units of the pipe gallery project shall be determined in accordance with the relevant laws, regulations and rules of the state. The survey, design and construction of the pipe gallery project shall conform to the relevant technical specifications and standards.

 (4) Acceptance and use. After the completion of the pipe gallery project, the construction unit shall apply to the municipal land and resources planning administration department for planning acceptance, and shall not organize the completion acceptance without the planning verification or if the verification fails to meet the planning requirements. The completion acceptance of the pipe gallery project shall be organized in accordance with the provisions, and the project can be delivered for use only after it passes the acceptance.

  These opinions shall come into force as of the date of issuance and shall be valid for 5 years. Problems encountered in the implementation process shall be reported by radial Municipal Commission of housing and urban rural development.
